Dr. Balcı earned his Master’s degree in Computer Engineering in the U.S. and his PhD from Boğaziçi University in 2000. He conducted research at Hamburg Technical University and the University of Connecticut for five months each. Over a 20-year career at the Naval Forces Command, he contributed to various projects and served as Commander of the Research Center (2007–2012) and as part of NATO’s Maritime Headquarters in Italy (2005–2007). He also held the position of Head of the APGE Department for one year.

Dr. Balcı has contributed at various levels to numerous projects for over 20 years as a core member of the Software Development and Research Center Command of the Turkish Naval Forces. He also served as the Commander of the Research Center between 2007 and 2012, worked at the NATO Maritime Headquarters in Italy between 2005 and 2007, and held the position of APGE Department Head for one year.

From 2013, Dr. Balcı served as Deputy General Manager at ARGELA and Founding General Manager at ULAK Communication. In 2021, he founded BLC Communication and Security Systems Inc. and joined Ostim Technical University as a Computer Engineering faculty member.

His research focuses on Data Centers, Cloud Technologies, 4G/5G, IoT Communication Systems, Cybersecurity, and AI-supported Energy Optimization Systems.
